Maybe your friend means he considers himself culturally or ethnically Jewish (a Jew) but does not practice or affiliate with some, most, or any of the religious tradition ( Judaism). That would apply to some degree to many other folks, too.
Maybe the confusion or conflation of these terms is a part of it, as well?

Hey BigJ...that was from some time ago. It occurred to me after I posted it that the friend in question may have been a member of the Black Hebrew religious tradition, as that is a thing in the States where the other gent was from.
Never heard back, but I believe that may have been where the question originated.

The word Jews stems from the tribe of Judah.
The Hebrew Nation had 12 tribes.(Also known as the Israelite's)
Israel (Israel is also Jacob) the Nation now is mainly Jews/Tribe of Judah and some Benjamites/ Tribe of Benjamin
and some Levites/ Tribe of Levi.
The remaining tribes are called the lost tribes of Israel.
Hebraic traditions are popping up all over nowadays.

jewish is yehuda tribe hebrew is more global. people who are jewish have a specific religion and custum. but hebrew can be anyone. anyone connected to spirit can call themselves hebrew. its the same word as spiritual unless you call yourself a hebrew because any other more material reason. that is a question in the specifics then.
