Hello Frank, and welcome to the forum! It is impossible to know with 100% certianty if soul or spirit is created new evey time a person is born or not. All we can do is speculate or guess about it.
If soul/spirit is energy that can not be created nor destroyed, then no, soul/spirit is not created new evey time.
I like to think of the individual soul/spirit/self as being a small flame of the much larger flame, that is literally all things/the One nondual reality.

In some religions, the soul is ''created'' (whatever that means..), in others it is not.
I do not believe the 'soul' was ever created. That which changes is not the soul, IMO.

If you believe Hindu writings/beliefs, all life forms, including insects have souls and they continually evolve.

Hindu is one of the oldest religions and is imo one of the closest to the truth.The body dies but Soul is immortal.  |

I believe the soul is made up of different parts, one being a collective memory of previous lives and experiences of ancestors.

I'm sure there is a Hindu saying that there are thousands of gods, but only one true God. I'd say it is the same with souls. There is an infinite number of souls, yet there is only one True Being.
Like Mike said, souls are like flames from the One flame.
